Start-up bank organizer prepares a third

Jesse Tam, who was an organizer of one Seattle-start-up bank and went on to found a second, has filed an application with state regulators for a third.

Regal Financial Bank, which plans to offer business and private banking services in downtown Seattle, has filed an application for a charter from the state Department of Financial Institutions.

Tam said yesterday he hopes to raise between $8 million and $10 million in capital, and to open for business in October.

The bank will operate from the Millennium Tower on Second Avenue, before moving to the IDX Tower.

Tam was with Asia Europe Americas Bank, started in the mid-1990s in Seattle, before moving on to help organize Northwest International Bank, also in Seattle.

Tam will be president and chief executive of Regal.
