Nicastro fined
Strip club was at issue
City Councilwoman Judy Nicastro has been fined $200 by the Seattle Ethics and Elections Commission for secretly meeting with former Gov. Al Rosellini to discuss a zoning issue for a strip club.
The commission found that Nicastro's discussion with Rosellini regarding a proposal to rezone some property next to Rick's nightclub for employee parking happened before City Council members were officially notified that the matter was coming up.
Nicastro's fine is small compared with the $3,000 fine levied against Councilman Jim Compton or the $1,500 Councilwoman Heidi Wills was fined. Compton's fine was larger, mainly because he did not disclose a lunch connected to the rezoning vote and his acceptance of basketball tickets and travel on a plane owned by billionaire Paul Allen before voting on South Lake Union development plans. Allen's development company owns about 50 acres there.
Compton, Nicastro and Wills also accepted contributions from Frank Colacurcio Jr., who owns the strip club, and his associates before and after their votes. All three have returned those donations. The council originally voted to approve the rezoning in June, but had to vote again because of a technical issue. As questions of campaign contributions and private conversations surfaced, the council voted to repeal the rezoning. After the club owners sued, the council voted to reopen the issue.
