Appellate court OKs building of apartments

SEATTLE POST-INTELLIGENCER STAFF

A proposed apartment building for homeless people who are chronic alcoholics can be built, the state Court of Appeals ruled yesterday.

The controversial project at 1811 Eastlake Ave. is unusual because it would allow tenants in the 75 studio apartments to continue to drink while providing them with meals and support services so they become stable enough to attend treatment programs.

The $8.6 million project will be built and managed by the Downtown Emergency Services Center with state, county federal funding.

The project is contested by the East Downtown Community Association, which is made up of businesses located near the proposed project, including the Marriott Springhill Suites Hotel, Northwest Trophy and the Benaroya Co., which owns several mixed-used office towers in the area.

Members of the association worried that the project would drive away business and residents.
