Gregoire tells lottery to avoid courting young adults
The state lottery should tread carefully if it pitches its games to young adults so as not to entice any underage residents to play, Gov. Christine Gregoire has said in a letter to the lottery director.
"We need to be very clear that we will not engage in any marketing strategies directed toward youth," Gregoire wrote Feb. 10 to lottery director Christopher Liu.
Lottery players must be at least 18.
As the lottery develops a new marketing plan, it should avoid targeting 18- and 19-year-olds because advertising aimed at them likely would appeal to younger teens, too, Gregoire wrote.
"I understand that this may mean a reduction in revenue from young adults who can play legally," she wrote. "In the interest of protecting more vulnerable children and teenagers, as I believe we have a responsibility to do, I am willing to take that chance."
The letter summarizes an understanding reached in discussions between Gregoire and Liu, whom the governor appointed to his position after she took office in January 2005, spokeswomen for Gregoire and Liu said.
The lottery's 2005-07 business plan, which was developed under a previous governor and lottery director, includes data showing that 18- to 24-year-olds are underrepresented among game players, relative to their share of the state's population.
"The young adult market ... is a key market the Lottery intends to pursue," that plan says.
