Use of car pool lanes won't be on fall ballot
Friday, June 21, 2002
OLYMPIA -- The state Transportation Commission has decided that, like alcohol and gasoline, it's unwise to mix two volatile political issues that might stir up voters this fall.
Commissioners want to avoid a collision between the issue of lifting freeway commuter-lane restrictions during off-peak hours and a fall ballot measure to boost the gas tax by 9 cents a gallon to pay for transportation improvements.
With statewide Referendum 51 on the November ballot, acting on a proposal to lift restrictions on high-occupancy vehicle lanes before the election might give some voters the misperception that the commission timed its vote to influence the election outcome, Commissioner Aubrey Davis said yesterday.
For that reason, and because the idea requires further study and more data anyway, Davis said, the commission has informally decided not to vote on the car pool-lane proposal until after the election.
The commission is studying whether to open the lanes on Interstates 5, 90 and 405 and state Routes 167 and 520 to all traffic during off-peak hours.
