Named for Maj. Hiram Martin Chittenden, the Ballard Locks had their formal opening on July 4, 1917, shortly before this photo was taken. The locks created a vital link for shipping between the fresh water of Lake Washington and Lake Union and the salt water of Puget Sound. Ballard Historical Society Archive
