Ballard Locks are important gateway for local boaters

Just south of Shilshole Bay Marina are the Ballard Locks, officially named the Hiram M. Chittenden Locks. Boaters not fortunate enough to have moorage at Shilshole often find themselves in long lines, waiting to use the locks to pass through to Lake Union and Lake Washington.

Phillip Raisor, one of the lock and dam operators who helps boaters get through the facility, says most boaters are careful and know what they're doing. But there can be problems, especially alcohol is added to the mix.

"The bigger the boat, the better it is," says Raisor, who commutes 60 miles from Steilacom every day to get to work. "They seem to have gotten the hang of it. But with the smaller boats, sometimes it can be scary."

Raisor, who has had the job for 15 years, says Seafair is a difficult time at the locks because there are so many inexperienced boaters passing through and some have been drinking alcoholic beverages that make them unsteady on their feet.

"Safety is our primary concern. But we once had six fall in the cold water during one 8-hour period," he says, shaking his head in near amazement. All were quickly fished out. "It's a pretty rude awakening. They get back in the boats pretty quick."

Working at the locks, however, is "a great job," according to Raisor, 61, a retired military man and former postal worker. "You meet all different types of people. I love to talk to them."

The locks, a popular tourist attraction and gathering spot for nearby residents who enjoy boat-watching, have been open since 1917 and are rich in history. But so is the rest of the area.
