Head Start works as beacon of hope

House Republicans are now willing to slow down major changes in Head Start, but they're still on the wrong track.

As just about everyone from the president on down recognizes, Head Start is a beacon of hope for the nation's efforts to help children prepare for school. But even Head Start is not exempted from the administration's drive to turn responsibilities to the states for everything from housing to health care.

The administration says giving the states authority to direct Head Start would lead to better coordination with other child care and education programs. Proponents also say that Head Start must do a better job of preparing kids for school. But the state plan in HR2210, scheduled for House Committee on Education and the Workforce vote today, still threatens the success of a program that has worked so well.

The bill would treat Head Start as little more than a block grant, starting with a trial involving up to eight states. That's a direction that works against Head Start.

Governors and legislatures are desperate for federal money, raising the prospect of funds being shifted to other uses. Until now, states have shown unfortunately little dedication to equaling Head Start's quality. A Yale study found that only three states -- Washington among them -- have as good programs.

From Snohomish County to the East Coast, Head Start teachers and parents are frightened about the future. Head Start is an excellent program that needs minor adjustments, not a redefinition.
