Security zones are dropped for some smaller vessels
The Coast Guard dropped security zones around excursion vessels, sightseeing boats and dinner cruise boats in Puget Sound under new rules issued yesterday.
Ships over 100 feet long -- including cruise ships and ferries -- will now have security zones of 100 yards while under way and 25 yards while moored, said Lt. Aaron Meadows-Hills of the U.S. Coast Guard in Seattle.
No other vessels are allowed within security zones, he said. However, navigational rules for overtaking, passing and crossing will still apply, he said.
The new rules scale back previous regulations issued March 31 that were designed to provide security against terrorist acts as part of the nation's war against terrorism.
Changes were made based on public consultation, Meadows-Hills said. One issue was that the previous rules were causing problems for marinas, where many vessels are moored or sailing near each other.
When a large passenger vessel is moored, the security zone will be 25 yards, down from 100 yards, he said. That includes cruise ships and Washington state ferries. The zone while under way will be 100 yards.
The old security zones were 500 yards for slow movement and 100 yards for exclusion at all times around large vessels carrying passengers for hire.
Certain inspected vessels no longer need security zones. They include excursion vessels, sightseeing boats, dinner cruise ships and whale-watching vessels.
The changes are effective immediately.
