Council publicly backs ballot issue on monorail

Trying to ease worries that they might try to stymie a new monorail plan, City Council members yesterday unanimously passed a resolution saying they intend to put a plan on the November ballot.
The resolution also laid out a number of steps the city would take if voters agree to tax themselves to build a monorail system from West Seattle to Ballard.
The move was mostly for show. Initiative 53, a monorail planning measure approved by city voters in 2000, requires the council to put the Elevated Transportation Co.'s proposal on the ballot. But monorail supporters have viewed the council with suspicion because it flouted a 1997 initiative calling for the development of a monorail system.
The ETC, created by the 2000 initiative, is considering asking voters to approve a 1.4 percent motor vehicle excise tax increase for a $1.255 billion system. The body is expected to finalize its plan Aug. 5.
